This is competition, not your odds. HDB sets aside a share of flats for each household group and publishes applications per set-aside flat. The ballot then runs on queue numbers and quotas, so a rate of 2.0 does not mean a 1-in-2 chance. HDB also notes roughly a fifth of applications come from people who applied before.
